H-31 “Dnipro – Tsarychanka – Kobeliaky – Reshetylivka”: We have completed the first monolithic agricultural underpass and are finishing the second one!
The H-31 highway was designed in accordance with international standards for high-speed roads. All intersections and interchanges along the route are grade-separated, with no at-grade crossings. This minimizes the risk of accidents and allows for the maximum permitted speed limit.
That is why the 30-kilometre section of the second construction phase includes five tunnel-type underpasses (internal dimensions: 6 m × 4.5 m) designed to allow agricultural machinery to cross the highway.
Construction of several of these underpasses began back in 2021, but following the outbreak of the full-scale invasion, the works had to be suspended.
This year, we resumed construction. In just one and a half months, we completed the first 30-metre underpass. The second identical structure (pictured) is now at the final stage of monolithic concrete works.

Project Background
🚩 In 2022, traffic was opened on the first section of the newly constructed H-31 Dnipro – Tsarychanka – Kobeliaky – Reshetylivka Highway within the Dnipropetrovsk Region. Built by our company to international standards, it is a modern Category I highway designed for high-speed traffic.
Construction of the second phase of the project—a 30-kilometre section extending from the Dnipro–Donbas Canal to the border with the Poltava Region—was suspended following the outbreak of the war.
As a result, traffic continues to use the existing alignment: a narrow, deteriorated road passing through several populated areas.
🚚 Heavy freight traffic is accelerating pavement deterioration while creating inconvenience and safety risks for local communities. The existing road has reached a critical condition and has long required full rehabilitation.
Major Works Completed in 2021
Before construction was suspended, our company completed a substantial portion of the works on the second phase:
✅ stripping of the topsoil layer;
✅ excavation works, including cuttings up to 12 metres deep;
✅ placement of more than 1.4 million cubic metres of embankment fill;
✅ installation of 27 out of 28 reinforced concrete culverts of various diameters;
✅ approximately 90% completion of three monolithic overpasses;
✅ full completion of one monolithic tunnel-type underpass for agricultural machinery, while the remaining structures had reached the stage of concreting the retaining walls;
✅ installation of four corrugated steel underpasses;
✅ construction of the substructure for a 600-metre viaduct;
✅ construction of 6.9 km of pavement base layers and 5.2 km of lower and intermediate asphalt concrete layers.
Given the significant progress already achieved, it is now possible to complete the remaining works and partially open the second-phase section of the H-31 Highway to traffic by the end of the year, albeit with certain operational restrictions.
Construction Has Resumed
Work has now restarted, and the company is currently:
✅ constructing the road embankment, carrying out grading of slag crushed stone, placing the cement-treated crushed stone and sand mixture (CTCSM) base layer, and laying two asphalt concrete pavement layers;
✅ completing the construction of monolithic underpasses connecting local communities;
✅ applying waterproofing to the reinforced concrete culverts forming part of the highway drainage system;
✅ installing kerbstones along the section where two asphalt concrete layers have already been completed.
